Field Labeling and Inspection
 
The US “National Electrical Code”, which is officially known as NFPA70 (National Fire Protection Association), states that “For specific items of equipment and materials examinations for safety made under standard conditions provide a basis for approval through field inspections.”

The NEC further states:

“In judging equipment, considerations such as the following shall be evaluated:

...Suitability for installation and use in conformity with the provisions of this Code

Note: Suitability of equipment use may be identified by a description marked on or provided with a product to identify the suitability of the product for a specific purpose, environment, or application. Suitability of equipment may be evidenced by listing or labeling.”

In summary, if an industrial tool is not “listed” by one of the agencies recognized by OHSA then the tool must be “field labeled”. Field labeling is performed by independent inspectors like CCCi, Inc.

The guidelines for inspection and field labeling of industrial equipment can be found in Recommended Practice and Procedures for Unlabeled Electrical Equipment Evaluation which was adopted in 2005 by the American Council of Independent Laboratories. These guidelines are generally accepted by the AHJs (Authority Having Jurisdiction) in the various municipalities and are the basis for the testing and labeling by CCC, Inc.

Field labeling of a tool can begin as early as the placement of the purchase order with the manufacturer. This way, CCC, Inc. can review and comment on early designs prior to the actual build cycle saving both time and cost for the client. This also allows a much shorter time for final inspection and “stickering” (labeling) once the tool is installed.

The requirements for Listing or Labeling equipment is specified by both the local and Federal government under OSHA's "safety in the workplace" guidelines (29CFR, Part 1910.303). Compliance with these guidelines is mandatory.
